[Assam job] Assam Public Service Commission invites application from Indian Citizens as defined in Articles 5 to 8 of the Constitution of India for the under-mentioned posts under Assam Government in the scale of pay as indicated below and carrying usual allowances as admissible under Rules of the Govt. of Assam. (FOR THE POSTS OF LECTURER AND PROGRAMMER CUM SCRIPT WRITER IN S.C.E.R.T., ASSAM)

NAME OF THE POST: Lecturer, SCERT Number of Posts : 16 (Sixteen) Scale of Pay : PB-4 Rs.30,000/- to 1,10,000/- GP 13,300/-

Age: The candidate should not be less than 21 years of age and not more than 38 years of age as on    01-01-2022. The upper age limit is relaxable (i) By 5 years for SC/ST candidates, i.e. up to 43 years (ii) By 3 years for OBC/MOBC candidates i.e. up to 41 years as per Govt. Notification No. ABP6/2016/9 dated Dispur the 25th April, 2018 (iii) Persons with benchmark disability (PWBD) 10 years irrespective of SC/ST/OBC and UR Category of candidates as per Govt. Memorandum No. ABP 180/2017/105 dated Dispur, the 7th January, 2019. The age limit of the candidates will be calculated on the basis of the Matriculation/HSLC Admit Card or Pass Certificate issued by a recognized Board/ Council and no other document shall be accepted in lieu of the mentioned documents.

For PWBD Category Candidates : To be eligible for consideration under PWBD category, a candidate must possess Benchmark Disability and must produced supporting necessary PWBD certificate issued by competent authority along with the application form. NB: Since there is no post reserved for PWBD candidates they will have to compete with other candidates without any PWBD reservation.

(A) 1. Lecture in Assamese in Department of Language : 1 (One) Post

Essential Qualification: (i) Master Degree in Assamese with 55% marks from any recognized University (ii) M.Ed. with 55% marks from any recognized University (iii) NET/SLET from UGC/ Ph.D. from any recognized University (iv) At least 3 year experience of Curriculum Textbooks & Material Development in Elementary/ Secondary level of Education OR At least 3 year experience in curriculum development/ preparation of textbooks/ Educational Testing and Evaluation, preferably in Elementary/ Secondary education. (Attach self attested valid supporting documents.)

Desirable Qualification: (i) Proficiency in the use of ICT for Textbook & Material Development (ii) Preference will be given to candidates having Publication of Educational Research Articles/ Books on Language in National / International journals/ published books on language learning (Attach self attested valid supporting documents.)

2.Lecturer in the Department of Planning, Management and Leadership Academy : 1 (One) Post

Essential Qualification: a. (i) Master Degree in Economics/Geography/ Statistics/Public Administration with 55% marks from any recognized University

(ii) M.Ed. with 55% marks with specialization in Educational Planning/ Administration or Diploma in Educational Planning and Administration (DEPA) from National Institute of Educational Planning and Administration (NIEPA), New Delhi

(iii) NET/SLET/Ph.D. from any recognized university OR

b. (i) MA (Education) with specialization in Educational Planning and Administration with 55% marks from any recognized University

(ii) M.Ed. with 55% marks from any recognized university

(iii) NET/SLET/Ph.D. from any recognized university (iv) At least 3 years teaching experience in schools/TEIs/Research organization of which at least 2 years would be in Educational Planning/ Administration Or At least 3 year experience in Planning/ Administration Preferably in State/ District/ Block level planning or Planning in social service sector (Attach self attested valid supporting documents.)

3.Lecturer in Statistics in the Department of Planning, Management and Leadership Academy : 1 (One) Post

Essential Qualification: (i) Post Graduate Degree in Performing Art- Music/Dance/Theatre Arts with minimum 55% marks from any recognized University Or Post Graduate Degree in Fine Arts (MFA) with 55% marks from any recognized university. (ii) NET/SLET/Ph.D. from any recognized university. (iii) At least 3 years teaching experience in Govt./Provincialized Elementary/Secondary School/TEI (Attach self attested valid supporting documents.)

Essential Qualification: (i) Master Degree in Computer Application (MCA)/ M.Tech in IT/Computer Science with 55% marks from any recognized University.

(ii) M.Ed. with 55% marks from any recognized University.

(iii)NET/SLET/Ph.D. from any recognized university (iv)At least 3 years experience of teaching in an Educational Institution (Preferably Teacher Education Institution) (Attach self attested valid supporting documents.)

Desirable Qualification: (i) Use of ICT in Teacher Education developing e-resource relating to Teacher/ School Education.

14.Lecturer in the Department of Educational Research, Survey and Assessment : 1 (One) Post

Essential Qualification: (i) Master Degree in Arts/Science/ Humanities/ Social Science/Computer Application with 55% marks from any recognized University with M.Ed. with 55% marks with specialization in Educational Measurement & Evaluation as special paper or DEPA from NIEPA, New Delhi.

(ii) NET/SLET/Ph.D. from any recognized university

(iii) Candidates must have 5 years teaching/ research experience in Elementary/ Secondary / Higher Education

(iv) Candidate must have 3 years experience in conducting educational survey work/ research work in Elementary / Secondary Education OR At least 3 years experience in conducting educational research in Elementary / Secondary Education (Attach self attested valid supporting documents.)

Desirable Qualification: (i) Proficiency in use of ICT in research activities

(ii) Candidate having evidence of published at least 3 research paper in national/ international level

14. Lecturer in the Department of Health and Physical Education : 1 (One) Post

(iii) Degree/ Diploma in Pre-Primary Education from any recognized organization likeNCERT/NERIE/NIPCEED/IGNOU, etc.

Programme Cum Script Writer (PCSW), SCERT Number of Posts : 2 (Two)

PostScale of Pay : PB-3 Rs.22,000/- to 97,000/- GP 11,500/-

Age: The candidate should not be less than 21 years of age and not more than 38 years of age as on 01-01 2022.

APPLICATION FEES : As per Govt. Notification No. FEG.32/2016/8-A dated Dispur the 28th October, 2016 communicated vide letter No. ABP.60/2014/11 dated 2nd February 2018 the Application Fees for all post under the State Govt. of Assam shown as below: 1. For General/EWS Candidate : Rs.250/- (Rupees two hundred and fifty) only.

2. For SC/ST/OBC/MOBC : Rs.150/- (Rupees one hundred and fifty) only.

3. For BPL Candidate : Nil (Candidate having BPL certificate should produce their photocopy of certificate along with the Application Form).

4. As per Govt. Memorandum No. ABP 180/2017/105 dated Dispur the 7th January, 2019 for persons with disabilities (PWBD) candidates,

The Application Fees for all posts under the State Govt. of Assam is Nil. PWBD candidates should enclose with the application from photocopy of necessary certificate from a competent authority.

Fees should be deposited through Treasury Challan in the Head of Account “NON TAX REVENUE, OTHER NON TAX REVENUE 0051 PSC, 105 STATE PSC APPLICATION FEE RECEIPT OF APSC” showing name of post and department. Original copy of Treasury Challan should be submitted along with the application form. OR Fees can be deposited online using Government Receipt Accounting System-GRAS (Website: https://assamegras.gov.in).

Candidates may pay the requisites fees (as admissible for the category mentioned above). Printed copy of Treasury Challan generated through GRAS should be submitted along with the application form. In Remarks column, candidate may write post applied for.

5. Applicants who apply for different posts in this advt. should apply in separate forms and deposit application fees for each post.

HOW TO APPLY– The candidates should mention the post and concerned subject in the application form clearly. The candidature of those candidates will be rejected who don’t clearly mention the same.

b. The candidates should carefully go through the terms and conditions of the advertisement, particularly

c. Only those candidates who fulfill all the terms and conditions of the advertisement in respect of the post for which they are applicants shall be entertained. Others need not apply.

The last date of receiving duly filled up application form in the Commission’s office is fixed on 30-09-2022 during office hours. i. Applications (including applications received through post) received after the last date fixed for receipt shall not be entertained. j. Only applications which are signed by the candidates and accompanied by all particulars as called for in the application form prescribed by the Commission shall be considered and candidates fulfilling all the terms of the advertisement of the respective posts shall be called for a Screening/Written test / Viva-voce interview, where necessary and as decided by the Commission. k.

(i) All candidates, whether in Government Service or in Government owned undertaking or other similar organizations/Corporations/boards/ or in private employment may intimate their controlling authority instead of routing it through them. However, the fact of the endorsement by the controlling officer may be duly intimated to the Commission by the candidate. In cases where the applications are to be moved through proper channel as per terms of advertisement or subsequent announcements, the application form must be received before the last date of submission.

(ii) The Commission shall in no way be responsible if any candidate is not allowed to sit in the examination or after appointment is not released by the concerned authority. l.
