In reference to Advertisement No. DLSA-HSN/2023/ 122-130 dated 18th May, 2023, the District Legal Services Authority (DLSA) Hojai invites applications for the positions of Chief Legal Aid Defense Counsel and Deputy Chief Legal Aid Defense Counsel under the Legal Aid Defense Counsel System as laid down by the National Legal Services Authority (NALSA).

Recruitment Details

Chief Legal Aid Defense Counsel (1 position)

Salary: RS 65,000 to RS 80,000.

Deputy Chief Legal Aid Defense Counsel (1 position)

Salary: RS 40,000 to RS 60,000.

Eligibility Criteria

  1. Chief Legal Aid Defense Counsel:
  • Practice in Criminal Law for at least 10 years.
  • Excellent oral and written communication skills.
  • Profound understanding of criminal law.
  • Thorough comprehension of ethical duties of a defense counsel.
  • Ability to work effectively and lead a team.
  • Handling of a minimum of 30 criminal trials in Sessions Courts.
  • Knowledge of computer systems (preferred).
  • Capacity to manage the office.

2. Deputy Chief Legal Aid Defense Counsel:

  • Practice in Criminal law for at least 7 years.
  • Excellent understanding of criminal law.
  • Excellent oral and written communication skills.
  • Skill in legal research.
  • Thorough understanding of ethical duties of defense counsel.
  • Ability to work effectively with others.
  • Handling of a minimum of 20 criminal trials in Sessions Courts.
  • IT knowledge and proficiency.

Selection Process

The selection process for these positions will consist of a Personal Interview/Viva-voce.

  • Photocopies of at least 5 cross-examinations in Sessions cases (for Chief/Deputy Legal Aid Defense Counsel).
  • Judgments submitted for the post of Chief LADCS and Deputy LADCS must bear duly signed Vakaltnama.
Important Points
  • Admission of candidates at all stages will be provisional and may be canceled if eligibility conditions are not met.
  • Chief Legal Aid Defense Counsel must have handled at least 30 Criminal Trials in Sessions Courts, and Deputy Chief Legal Aid Defense Counsel must have handled at least 20 Criminal Trials in Sessions Courts.
  • Engaged lawyers shall not take private cases or other retainerships.
  • Eligible candidates will be informed via email and SMS, and the list of candidates for the interview will be published on the official website of Hojai District Judiciary.
  • No travel allowances or expenses will be provided for the selection process.
  • Conditions for Termination of Services: Services can be terminated without notice in cases such as substantial breach of duties, seeking pecuniary gains, criminal charges, political activities, incapability to render professional services, and more, as specified in the advertisement.
  • Code of Ethics for Personnel: Personnel shall adhere to a code of ethics, including not acting in matters of personal interest, not disclosing confidential information, not engaging in outside activities, and more.
  • Leave Entitlement: Leave entitlement for Legal Aid Defense Counsel personnel is specified for Chief Legal Aid Defense Counsel, Deputy Legal Aid Defense Counsel, and Assistant Counsel Legal Aid Defense Counsel.
  • Unutilized leave cannot be carried forward or encashed.
