What is AS-CFMS?
AS-CFMS stands for “Assam Society for Comprehensive Financial Management System.” It is a Special Purpose Vehicle (SPV) established with approval from the Hon’ble Cabinet to implement and manage Public Financial Management Reforms, including IT-related projects in the Finance Department and other revenue departments, including externally aided projects.
What is the administrative structure of AS-CFMS?
AS-CFMS follows a two-tier administrative structure: The Governing Body (GB) is chaired by the Honourable Chief Minister. The Executive Committee (EC) is chaired by the Chief Secretary. The Project Management Unit is led by a Project Director and an Additional Project Director, comprising experienced domain experts and young executives.
What is ASPIRe, and how does it relate to AS-CFMS?
ASPIRe stands for “Assam Public Finance Institutional Reforms.” The Government of Assam approached the World Bank to benefit from their expertise in PFM (Public Financial Management) reform projects, including IT interventions. AS-CFMS, as an SPV, is responsible for implementing the ASPIRe Project, which aims to enhance predictability and transparency in budget execution and improve tax administration in Assam.
When was the ASPIRe Project launched and what are its objectives?
The ASPIRe Project was ceremonially launched on 9th October 2017 by the Hon’ble Chief Minister, along with senior government officials and representatives from media, RBI, and AG. The objectives of the project are to improve predictability and transparency in budget execution and enhance tax administration efficiency in Assam.
What are the components of the ASPIRe Project?
The ASPIRe Project comprises three components: Component
1. Strengthening Public Finance Institutional Capacity – Focuses on strengthening selected PFM institutions and functions through assessments, capacity building, and analytical studies. Component
2. Strengthening Expenditure and Revenue Information Systems – Aims to enhance expenditure and revenue information systems in the state. Component
3. Project Management, Monitoring, and Evaluation, and Coordination – Deals with effective project management, monitoring, evaluation, and coordination.
Who are the key beneficiaries of the AS-CFMS and ASPIRe Project?
The key beneficiaries include: Finance Department, Office of Commissioner of Taxes, Department of Excise, and Department of Information Technology.
